How much time and effort does your partner put in with your kids ? I feel mine isnt pulling his weight and i want to know if im overreacting or not ?

We have 2 kids 2yr old and 5 week old i worked full time until my second baby was born now im on mat leave and will only go back to work 3 days a week. I do all the house work and cooking and look after the kids saturday-tuesday then my 2 yr old goes to daycare Wednesday to Friday. My husband works full time and when he gets home he will sit on his phone until my 2 yr old goes to bed which he will put him to bed. Then on weekends my husband will be out with his friends on Saturday and sometimes sundays. I have spoken to him several times about it and asked for help but he always says oh next weekend but it never happens.
